Near Chaotic Scene in Parliament-Speakers seat wheeled.

Video making rounds suggests a chaotic situation in Parliament at the Wednesday December 01, 2021 sitting in parliament.

This one is comparable to the scene that characterized the election of the Speaker for the 8th Parliament.

The already tensed situation in parliament degenerated into a full blown chaotic scene.

This was after the first deputy Speaker of Parliament, Hon. Joseph Osei Owusu, had sought to justify his decision to be counted among the Majority side of parliament the previous day, whilst still acting as Speaker of the house.

It is recalled that in the Parliamentary sitting of Tuesday, December 30, 2021, the First Deputy Speaker, joined members in the majority side to annul the rejection of the budget that had been done by the Minority side of Parliament at the previous sitting

The day also saw the successful approval of the 2022 budget statement and economic policy of the government.

This was after the Minority had boycotted the entire process.

But in Parliament on Wednesday, the Minority Leader, Harun Iddrisu , through a motion requested that approval be annuled, citing constitutional and standing order rules.

In an attempt to justify decision of the previous sitting the First Deputy Speaker, Hon.Joseph Osei Owusu, cited article 96 of the standing orders to underscore the point that as a first Deputy Speaker, he was first a Parliamentarian, representing the people of Bekwai and not the substantive Speaker.

This incensed the Minority side of Parliament, culminating a wanton chaotic scene.

Videos available captures the member of Parliament for the Ashaiman constituency, Hon. Ernest Henry Norgbey, wheeling away the Speaker’s seat, amidst rancorous shouting and tensed atmosphere.
